Framework & Voice

The three-layer RG framework (Module 00)

LayerWhat it doesWhose lens
ComplianceMeets the rules — minimum legal standardsRegulator
Public HealthPopulation-level protection and accountabilityPublic
Informed ChoiceGives players the information to manage their own playConsumer

They are complementary layers, not competing alternatives—an operator needs all three. Playbook operates at the Informed Choice layer. Tier 1 is the routine education register; Tier 2 supports difficulty, distress, and requests for help. Tier 2 support remains one tap from every Tier 1 context.

Two tiers, visual and voice (Modules 01–02)

Tier 1 — routineTier 2 — support
VisualsFull system — navy, teal, orange accent, full iconographyStripped back — no orange, no decoration, single column, light mode only
Voice registerPlayful/Witty, Confident/Informative, CelebratoryWarm/Direct — no humor
Quality barMarketing-gradeMarketing-grade. Same quality, maximum restraint

The five voice dimensions: Voice (peer, not authority) · Framing (opportunity, not warning) · Humor (witty, not preachy) · Directness (blunt, not hedging) · Comfort (open, not stigmatizing).

Before sign-off: check identity, production quality, useful hierarchy and accessibility. WCAG AA normal-text contrast is 4.5:1. Playbook also uses 44 × 44 CSS-pixel targets; that size is AAA in WCAG 2.1, not AA. Check real destinations and local requirements separately.

The principle: use specific, respectful language. A pause is not self-exclusion. Retain required warnings and do not invent promises about services.
